Phil Seals David Higgins
Sergeant Phil Seals 2003
Occupation: Police Sergeant
When Karl Kennedy was stopped by the police on the way home for work, for a random breathe test, he was informed by Sergeant Phil Seals that he was over the legal limit, with a blood alcohol concentration of 0.071. He was told that he would be fined $300 and would be allowed to drive for 28 days, then his licence would be revoked for 6 months. Karl insisted that he was a doctor and needed to be able to drive, but Sergeant Seals ignored his pleas and sent him on his way.
