This character was credited as appearing in episode 4698, but never made it on to screen. During the episode, David Bishop remarks that he feels 'all at sea' over the environmental report and Paul jokes he understands - Paul later refers to a Joseph who has been working with him on developing the wetlands and intimates David knows him as well. It is likely that this is a naval officer, Seaman Joseph Cook, and his appearance was edited out
