The flighty, bohemian sister of Mark, Aaron and Tyler Brennan, Chloe grew up apart from her brothers, after their parents divorced and she moved to Adelaide with their mum, Fay, whilst the boys remained in Port Lincoln with dad Russell. Fay spoilt her daughter, who went on to struggle with dealing with responsibilities and facing the consequences of her actions. Though Chloe would visit her brothers, she always felt like she was excluded from their closeness, and they gradually grew apart, to the point where she went off travelling and rarely kept in touch. 2017 was a difficult year for the Brennan family, with Russell's death and Tyler finding out that he had a different father to the rest of them. Though Tyler met his manipulative biological father, Hamish Roche, it was a relationship that would ruin his life, as Hamish was murdered and Tyler went to prison for 20 years for the crime. Throughout these events, Chloe still failed to visit her brothers, but a few months later, she made a surprise arrival in Erinsborough, claiming that she had run out of money (with her inheritance from Russell tied up in investments), and that she wanted to make up for the past and get to know her brothers.

Chloe quickly caused a stir upon her arrival, getting into a fight with Mark's ex-girlfriend Elly Conway, who believed that Chloe was Mark's date and was stealing his wallet. Chloe had actually been trying to pay for lunch, and when Elly later bumped into Chloe and apologised for the misunderstanding, she was surprised to find Chloe flirting with her, suggesting that she'd be interested in hooking up if Elly ever wanted to. Chloe also caused problems for Piper, Tyler's ex-girlfriend who'd been staying with Mark and Aaron as she tried to deal with his imprisonment. With Chloe wanting to take over Tyler's bedroom, Piper quickly realised that four was now a crowd at the Brennan household and moved back in with her mum Terese.
