As Erinsborough Mayor Paul Robinson, depressed over the death of his niece Kate, started to pass on many of his responsibilities to his right-hand woman Terese, she struggled to keep up with the demands of doing both of their jobs. After realising that a council application for the hotel and its surrounding businesses to extend their hours - which could help pull in some extra money - needed to be signed, Terese met with councillor Belinda Long, who told her that she would need it by the end of the day, or it would be another six weeks before it could be put forward to approval again. With Paul in no fit state and refusing to do any paperwork, Terese then made the decision to forge his signature.

Things only worsened for Paul as he became more and more reclusive, and having noticed this, along with Paul passing more responsibility over to Terese, Karl Kennedy decided to make a complaint. Paul was then surprised as Belinda arrived at the penthouse to tell him that he'd been suspended from his role as mayor, as the council began a full investigation into his competence.
