When Terese Willis and Jane Harris went to the council with their proposal to reopen the recently-closed Erinsborough High and combine it with retirement home Eirini Rising, they were delighted when it was given the go ahead. However, after learning that Terese's ex-husband, Paul Robinson, had done a deal with one of the councillors, Anthony Marin, offering to give his daughter, Tina, her job back at Lassiters Hotel, if Anthony helped get the project over the line, they were horrified. Jane and Terese eventually decided to speak to Mayor Helen Brown and be honest with her about what had happened. Initially believing that the ladies were approaching her for extra funding, Helen was shocked to learn about what had happened, but accepted that they'd been unaware of what Paul was up to. She said that there would have to be a second vote, and she returned to meet Jane and Terese later that day with the results. She told them that Anthony Marin was no longer a councillor, but that the vote for Eirini Rising had been unanimously approved.

A couple of months later, Helen met with Haz Devkar, the leaseholder of Harolds Cafe, which had just won the local council's award for Best Coffee. With the cafe having been broken into and trashed the day before, Helen was impressed with how quickly everything had been fixed up, and told Haz that he would be invited to a gala later in the year for all of the winners and their families.

Later in the year, Helen met with American Yasmine Shields, who had come to Erinsborough with the idea of setting up a lighting show. She explained that her company had huge success with the idea in the USA and she was hoping to expand to a new market, seeing Erinsborough as the perfect place to try out the idea. Helen was impressed with the proposal, as Yaz told her that it could bring in a lot of money to the area and that the whole thing would be paid for with sponsorship, so the council wouldn't have to cover anything. Helen agreed to take the idea to a council meeting in a couple of days, and was impressed the next day when she met with Yaz again, as she had already met with several potential sponsors who had agreed to work with her.
