A friend of Harold Bishop, councillor Murray Gordon was left in charge of deciding whether an application by Harold, to turn his home in Ramsay Street into a halfway house, would be granted. The pair met up, where Murray explained that there were many factors counting against Harold – the size of the house, the doubts of several of the neighbours, and the fact that he would be running it alone since the death of his wife, Madge. Murray made it clear to Harold that permission was very unlikely to be granted.
