The larger-than-life sister of Ramsay Street resident Cara Varga-Murphy, Chelsea arrived unexpectedly one evening, as Cara and her wife, Remi, were having dinner with friends David and Aaron. Chelsea quickly invited herself to join them, regaling David and Aaron with stories about the flight attendants she'd been talking to her during her delayed flight. But with Cara loving having Chelsea around, Remi was uncomfortable with her behaviour, and particularly the way that Cara changed when her sister was visiting. The next day, matters only got worse as Chelsea tried to offer JJ - the older of Remi and Cara's two sons - advice on his love life, as he was interested in older neighbour, Sadie Rodwell, a connection that Remi and Cara had already made it clear he should not be pursuing. When Remi then found Chelsea having brunch with David and Aaron, she worried that she was forcing herself on them and damaging the new friendship for her and Cara.

When Remi took these fears to her wife, Cara later met with her sister, and Chelsea admitted that, as her kids were all grown up with lives of their own, she was giving serious consideration to moving to Melbourne permanently. A delighted Cara went to get herself a coffee, unaware that her sister actually had an ulterior motive for being in town, and was on her laptop looking at a Robinson family tree. The following day, Chelsea arranged to take a tour of the Lassiters Complex with Cara and was pleased to bump into Paul Robinson. Unfortunately, he wasn't in the best of moods, unwilling to listen as she suggested that she had a business proposal for the hotel. She tried again later, but again Paul sent her away, too busy to talk. Chelsea's next idea was to spray some of her perfume, Unison, as Paul walked past, which seemed to work as he agreed to listen to her pitch about putting a signature scent in each hotel room.

Although unsure about the idea, Paul was impressed with Chelsea and offered to give her a pop-up store in the complex - if that was a success, they could discuss things further. Thrilled, Chelsea's true intentions soon became clear when she started practising writing 'Chelsea Robinson' on a napkin. With Sadie to help her, Chelsea got everything set up, but was quickly shut down when it was discovered that she didn't have the insurance for the store, and there was further disappointment to come when Paul told her that they wouldn't be going ahead with her idea of using her perfume at the hotel.

Not willing to give up, Chelsea found another way to get Paul's attention - dressing like, and using the same perfume as, his ex-wife, Terese Willis. Though this plan worked, Chelsea was frustrated as Paul constantly seemed to be preoccupied with hotel business. Matters then got more complicated for Chelsea when Sadie started asking for the $300 she'd been promised for helping out on the pop-up stall. Chelsea claimed that she'd agreed to pay her within 30 days, but as the whole Rodwell family got involved, she was forced to admit to Cara that she had serious financial problems and wouldn't be able to pay Sadie for her work. Cara agreed to lend her the money, on the proviso that Remi not be told about it. Meanwhile, Remi found the napkin on which Chelsea had been writing 'Chelsea Robinson' and quickly realised her true intentions. When Chelsea returned, an argument soon broke out, with Chelsea deliberately mentioning that Cara had lent money to her, knowing how much it would upset Remi. When Chelsea later accused Cara and Remi of settling for each other, it was the final straw and Cara decided to ask her sister to leave.

Having managed to get a date with Paul, which had to end early when he had to deal with a problem at the hotel, Chelsea came up with a new plan. She checked herself into the hotel, then made a complaint, requesting to see the manager. When Paul turned up at her door, it wasn't long before they were in bed together, and when Paul later fell asleep, Chelsea turned his phone off. Later, Terese turned up at the hotel room with the news that Paul's son, David, had died following an incident on his short break in the bush. With others around to support Paul in his grief, Chelsea backed off, but used the opportunity to worm her way back into the Varga-Murphy house. When Remi and Cara's younger son, Dex, found the Robinson family tree on Chelsea's laptop, Remi quickly realised that Chelsea had been planning her pursuit of Paul for quite a while, and pointed out that, given all of his ex-wives and his most recent divorce, he probably wasn't as wealthy as she was hoping. Realising that Remi might actually be right, Chelsea made sure to bump into Terese the next day, casually asking whether she and Paul had a difficult divorce. Terese admitted that she did well out of it, joking that she was now married to the lawyer who'd helped her to get the settlement. Chelsea then quickly formed a plan, managing to get hold of Cara's master keys for the Lassiters complex, then letting herself into the law office that evening and taking the file on Paul and Terese's divorce.

Satisfied that he was still worth her attention, Chelsea returned the file, and went to Paul asking how he was coping in the wake of David's death. Paul was actually struggling with guilt, with nobody aware that his plotting to split David's twin Leo from his girlfriend Krista had led to David's death. Paul had informed Krista's nasty ex, and the father of her child, Eden Shaw, of the pregnancy and the location of the holiday home where she was staying, after his release from prison, hoping that it would cause enough trouble for Leo to end things with her. Unfortunately, as Leo and Eden were fighting, David had rushed to help his brother and lost his life in the accident that followed. With nobody aware of Paul's secret meeting with Eden, he was channeling his guilt, and grief, into anger towards Krista, making funeral planning difficult as he and Leo could barely spend any time in the same room. When Chelsea suggested that she could help with some of the details of the funeral, to take things off Paul's plate, he agreed, though Leo, Remi and Cara all felt that it was inappropriate and that she was overstepping the mark. In the argument that followed, Leo revealed that Remi had already warned him and David about Chelsea's plan to get her hooks into Paul for his money. Though Chelsea then turned on Remi, calling her disloyal, Cara was horrified with the behaviour of her wife and her sister, telling them that she was disappointed in both of them.

It seemed that Remi's words hadn't really affected Paul, however, as Chelsea went to see him and, after they'd slept together again, she broached the subject of her being accused of being a golddigger. Paul admitted that it didn't bother him, and he agreed with Chelsea's assessment that her being attracted to his wealth and to him as a person needn't be mutually exclusive. But, as Paul and his loved ones prepared to say goodbye to David, Chelsea tried to be there for him, but was told to stay away from the funeral by Leo. When she tried again later, as everyone was gathered for the wake, she was again warned off, this time by Paul's younger sister, Lucy, who had flown in from New York for the funeral. During the wake, the truth came out about Paul telling Eden about Krista's pregnancy, and he found himself completely isolated from almost everyone around him. Only Terese and Chelsea appeared willing to even speak to him, but Paul was unwilling to speak to people. Chelsea decided to turn her attentions to Lucy, plying her with alcohol and winning her over, as Lucy revealed more about Paul's relationship with his father, Jim, and his constant need to win his approval, along with his habit of pushing loved ones away by trying to control them.

As Chelsea and Lucy returned to the hotel later that night, they caught Terese coming out of the lift and she explained that she'd just called by to check on Paul. With Remi still clearly wanting her out of the house, Chelsea hatched a new plan, announcing that she'd be moving out of no. 30 again. With Paul's son Leo moving his and daughter Abigail's possessions out of the penthouse, leaving Paul completely alone, Chelsea lied to the hotel staff that she was part of the removals crew and finally got access to Paul. Finding him drunk, she convinced him that she could take the weight off his shoulders, starting with getting him some food and drink. She also managed to persuade him to give her the passcode to his phone, so that she could deal with anything urgent for him. She soon found a text from Terese, checking in with him, and deleted it. As she then went to get him a coffee, she found Lucy, who admitted that she needed to get back to the US, but was worried about Paul being alone. Chelsea suggested that maybe things hadn't gone well with Terese the night before, given the state she'd found Paul in, and Lucy said that maybe it was for the best, as Terese's husband, Toadie, wouldn't like her spending time with her ex. When Chelsea then bumped into Toadie, she took the opportunity to well and truly stick the knife into Terese, mentioning her meeting with Paul, which Toadie had clearly known nothing about. Hopeful that she'd dealt with her only rival for Paul's attention, Chelsea then returned to Paul and suggested that she could help him by dealing with all of the day-to-day tasks, allowing him the space to grieve, and saying that it would be easier for her to do that if she moved in with him.

Having successfully moved herself into the penthouse, Chelsea then set her sights on taking control of the hotel. With the hotel's Executive Consultant Krista - also a member of the Sinclair family who owned half of the hotel - planning an event named Lassiters Longest Lie-In, Chelsea was annoyed when she heard that Krista wanted to dedicate it to David's memory, as he had come up with the original idea. Chelsea made her feelings clear, but Krista went ahead with the planning anyway, despite Chelsea's claims that Paul, still lost in his grief, didn't want it to happen. After another attempt to throw her weight around, telling concierge Byron Stone that he needed to make sure that the housekeeping staff changed the linen at the penthouse every day, Chelsea then interrupted a meeting that Krista was holding with the hotel staff about the lie-in event, again attempting to overrule Krista's decisions with claims that Paul didn't want it to go ahead.

When Leo and Krista later spotted Chelsea leaving the penthouse, he encouraged her to go and speak to Paul on his own. Krista learnt that Paul hadn't been the one to veto the lie-in event and was interested when he found out that Leo was keen for it all to go ahead too. Believing that this might be a way to get Leo speaking to him again, Paul signed off on the event and the extra funding that was required to meet David's vision for it. When Chelsea then ran into Krista in reception, she was annoyed to find that Krista had gone behind her back. After Paul then tried, and failed, to get Leo to speak to him, Chelsea made him believe that this disappointment was why she had wanted to shield him from hotel business. She told him that she would deal with any work matters for the time being, suggesting that he could give her a job title - Acting Manager - to give her some authority. An emotionally spent Paul agreed to this, and told her to have a contract drawn up and he would sign it. Chelsea's new role as Acting Manager soon annoyed Krista, who felt that it was completely inappropriate, but Chelsea was un apologetic, insisting that she was just looking out for Paul's best interests. After overhearing Toadie discussing David's will, Chelsea then began to wonder about Paul's and managed to track it down in his office, shocked to learn that he was leaving his half of the hotel to Terese.

With debts to pay, Chelsea decided to make the most of her new role by ordering some of her own perfumes to put in the hotel rooms at Lassiters, an idea that Paul had previously rejected. Whilst Paul was surprised, he admired her ingenuity, but Krista and Terese were appalled. Terese confronted Chelsea, calling her a vulture and telling her to cancel the order, with Chelsea countering that it was none of Terese's business, as she was no longer married to Paul or involved with the hotel. Terese's only reason to visit the hotel was a plaque in reception, which marked the death of her son, Josh, who'd died there in 2016. With workmen doing some sprucing up in reception, Chelsea noticed that the plaque had been taken down and vindictively put it amongst all of the rubbish being taken away.

With a devastated Terese trying to track down the missing plaque, Chelsea did her best to try and help Paul to be reunited with his family. However, after visiting Aaron and Nicolette, in order to try and convince them to allow Paul a visit with granddaughter Isla, she received a firm refusal and later, Aaron turned up at Lassiters to present her with some home truths about Paul. Chelsea was taken aback to learn about Paul's history with blackmail and even murder, but as Aaron went on, she accused him of making it all up and went straight back to Paul. When Paul put his and Terese's wedding photo away in a drawer, Chelsea believed that she might finally have won, but was upset when he became preoccupied with helping his ex-wife to track down the missing plaque, eventually finding it at a nearby tip.

With her plan to get rid of Terese having only succeeded in bringing Paul and Terese closer, Chelsea found someone else to focus her jealousy on, as Paul praised Krista for her efforts in organising the Longest Lie-In event. Chelsea decided to try some sabotage there too, by giving several of the staff the day off, leaving only a few people to work the event. Krista quickly found a solution, handing out walkie-talkies, meaning that everyone could communicate easily, but that solution then led to a bigger drama when Terese overheard Melanie Pearson on the walkie-talkies. Melanie, the ex-wife of Terese's husband, Toadie, was talking to Lassiters staff Holly Hoyland about how she and Toadie had slept together the previous day, leaving Terese devastated by the very public revelation. Paul immediately rushed to Terese's side when he found out what had happened, irritating Chelsea further when he offered his ex a room at the hotel while she worked out the next steps in her marriage.

As Paul started to heap praise on Krista, and give her more responsibility, alongside his attempts to help Terese, Chelsea's jealousy started to grow. After looking again at his will, she came up with a new plan to win his attention, deciding to stop taking her birth control pills and attempt to get pregnant. As she set about seducing Paul at every opportunity, Chelsea also started to show him her vulnerability, admitting her jealousy over the amount of time he was spending with Terese since her break-up with Toadie. Unfortunately, Paul's clumsy words did little to comfort Chelsea, as he told her that, while Terese would always be important to him, what he had with Chelsea was exactly what he needed - fun.

Seeing Paul continue to shower praise on Krista and give her more responsibility, Chelsea did her best to sabotage an upcoming presentation to the senior executives that Paul had asked Krista to give. Chelsea's initial plan was to delete the presentation from Krista's laptop, but Haz came to her rescue and restored it, so, with 20 minutes before the presentation, she came up with a new plan. With the hotel experiencing serious technical issues and guests complaining, Chelsea sent Krista down to the sauna which was experiencing problems. Soon, Krista became trapped inside as her key card stopped working and the heat soon caused her to collapse. With a smug Chelsea having given the presentation in Krista's place, she was shocked to learn that a pregnant Krista had been found unconscious and was being rushed to hospital. As Paul went with her, Chelsea waited for news and later went to the hospital to find out what was happening, horrified to find out from Paul that Krista had lost her baby.

With Paul determined to find out who was responsible, Chelsea offered to look into it, clearly with something to hide herself. She suggested that recently-sacked employee Penny might be to blame, as she'd been hanging around reception shortly before Krista had become trapped. With Paul very focused on helping Krista, and with Leo deciding to move back into the penthouse, Chelsea started to panic. As she'd been unable to get pregnant, her plans to keep Paul were coming unstuck and she surprised even herself when she suddenly proposed to him. Realising that she'd made things awkward, she apologised to Paul, admitting her concerns that she was feeling insecure about losing him, with a distracted Paul doing little to reassure her.

When the day of the memorial for Krista's baby daughter, Hope, arrived, Chelsea told Paul that she didn't think it would be appropriate for her to attend, saying that she'd stay behind and keep an eye on things at the hotel. She soon received a visit from Jeffrey Swan, a software technician from the company that looked after Lassiters Australia, who Paul had asked to look into the glitch that caused Krista to be trapped in the sauna changing room. Chelsea told Jeffrey that Paul was unavailable and offered to take the hard copy of the report, but when he found out her name, Jeffrey backed off and said that he'd come back when Paul was in the office. Chelsea then tracked down Jeffrey at the Waterhole, and he agreed to tell her what was in the report if she bought him lunch. He then told her that the report showed that Chelsea had remotely locked the door that had trapped Krista and, although she tried to claim that it was a mistake or that someone had hacked her, Jeffrey said that it was unlikely and that her behaviour showed that she was guilty.

Desperate to keep the truth from coming out, Chelsea tried one last tactic and seduced Jeffrey, saying that she could make him very happy if he helped her out by changing the report. This plan worked and, the following day, Jeffrey emailed an updated version to Chelsea, which showed that the results were inconclusive. Pleased that she seemed to have dodged that bullet, Chelsea was in for another surprise when Paul told her that, with Leo and Abigail moving back into the penthouse, he'd arranged for Chelsea to move out and into a hotel room.

When Jeffrey then turned up again the following day, and Krista met him and found out that he was investigating the software glitch, Chelsea had to think quickly - she claimed that she'd contacted Jeffrey after the first set of resuts were inconclusive, hoping that he could triple check everything. She then quickly dragged Jeffrey away, claiming that it would be insensitive to discuss the matter in front of Krista, and took him to the Waterhole. There, he told her that he couldn't stop thinking about her and was hopeful that she felt the same way. Taken aback by what she was being told, Chelsea realised that she needed to keep Jeffrey on side, particularly when he mentioned the guilt he was feeling after meeting Krista. She took him back to her hotel room, where she managed to persuade him that there was a chance for them, but that she needed time as she was in a relationship and things were complicated for her. When Jeffrey said that he'd be back in the area a week later, they agreed to meet up and talk about things properly. Unfortunately, as Jeffrey was leaving Chelsea's room, he was spotted by Krista, who appeared to accept Chelsea's explanations that he'd been using her laptop charger and that there was little hope of finding out what happened with the lock on the sauna changing room. Worried that Krista wasn't going to give up, Chelsea formed a new plan after overhearing Krista and Leo talking about her plans to go to a Narcotics Anonymous meeting, as she'd been tempted after Hope's memorial. She brought some prescription drugs to the hotel office, claiming that they'd been left behind by a guest and explained that they needed to be somewhere safe while she went to a meeting.

When Chelsea returned a little later, Krista had gone missing - and so had the prescription drugs. Though pleased that her plan had worked, Chelsea began to worry when nobody could find Krista for hours afterwards, and ended up going to her home at 32 Ramsay Street where she found her lying on the couch, relieved when she woke up. After agreeing to cover for Krista, Chelsea managed to make her believe that the stress of worrying about the fault report for the sauna room was becoming too much for her, and that she should put it all behind her and accept that it was just a terrible accident. With Krista disappearing for long periods, Chelsea was sure that her plan was working and that Krista had fallen off the wagon - Chelsea was right, though Krista denied it, claiming that she'd actually been spending time with Aaron, who was struggling with his grief over losing husband, David. As she kept an eye on Krista, Chelsea was also aware of the amount of time Paul had been spending with Terese as she tried to get her retirement home, Eirini Rising, staffed. Chelsea warned Paul that, however much he helped Terese, she was never going to take him back, and it seemed that once again Chelsea was right as, after finding herself having strange dreams about him, Terese suddenly started to keep her distance from Paul.
